Installation error: The current environment doesn't have a solution open?

I'm trying to install MVC3ControlsToolkit with the Visual Studio 2010 Package Manager Console but am getting the error "The current environment doesn't have a solution open". Do I have to create and open a MVC solution/project first before trying to install the MVC3ControlsToolkit using the command Install-Package MVC3ControlsToolkit? Do I have to reinstall this toolkit for each MVC project or solution that I create? I thought I would have to install this just once. What if I create and open an MVC 4 project/solution? Will I get an installation error when trying to install MVC3ControlsToolkit in a MVC 4 project/solution? Why isn't there a MVC4ControlsToolkit?

P.S. Can I install MVC 5 and associated ControlsToolkit in Visual Studio 2010?

Yes you have to create an mvc project first and then to install the nuget package on it. This operation must be repeated for any new project you create: this is the way Nuget packages work!
The Nuget package works properly in projects from mvc3 to mvc5 with vs2010-vs2013. It autodetects the Mvc version and installs the right dll.
